You can Manage Users in 📝Topia by clicking the 👥 'Manage Your People' button at the right.
At present, only a world Owner can grant Admin privileges. To do so, the Owner must meet the intended Admin in-world and — once there — click 'Give Admin' in the Manage Users module.
